Lays the foundation for a solid understanding of infrastructure planning, implementation, and management from a cross-cultural perspective and in the context of developing countries. In this module we will review current trends in mission funding and USAID involvement in infrastructure development in host countries; outline the relationships between FORWARD, the USAID Construction Policy, and USAID mission orders; apply FAR, USAID ADS, AIDAR, and FIDIC in project management within a development context; adapt contracts to local conditions and local contractors overseas while meeting FAR and USAID FORWARD guidelines. After coffee break we will discuss phases of planning, procuring, and oversight of A&E and construction services and approaches to assuring high quality while meeting USAID guidelines for working in a development environment. Participants will be introduced to the sequence and scope of key tasks for pre-construction (planning, design, and tendering), construction and construction oversight, and post construction phases. These tasks and the sequencing are filtered through an international development lens to identify risk as well as opportunities for players in each phase.
Reviews USAID procurement mechanisms for infrastructure programs in developing countries. Participants are guided through a process in which factors critical to a successful infrastructure project are considered in international development. Not the least of these considerations are the roles and responsibilities of prime and subcontractors, joint ventures, local contractors in relation US contractors during the procurement process. Participants will be provided an overview of FIDIC and its multinational application compared to FAR. Participants are introduced to the nuances of procuring of A&E services, construction bidding processes, and bid documents under FAR and G2G using FIDIC.
This module will cover latest developments in low emission development strategies (LEDS) related to infrastructure, and a new tool that Missions and implementers can use for greenhouse gas accounting for infrastructure. Participants will have the opportunity to practice using the tool themselves and also hear from a country participating in the US Government’s Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) Program.
Global Climate Change Office staff and ICF greenhouse gas accounting experts will be available at a designated table in Academy Hall to provide one-on-one advice and assistance for Mission staff reporting on GCC standard and custom indicators, including for infrastructure projects and programs with greenhouse gas reductions goals.
This module will focus on how infrastructure projects can be planned and designed in ways that are resilient to climate change impacts like flooding and temperature increase, and will address how climate change information can be used by practitioners to inform adaptation measures. Participants will be introduced to USAID’s Climate Resilient Infrastructure Services (CRIS) Program, which is helping cities to diagnose and address climate change risks to municipal infrastructure projects. This session will provide real world examples and innovative approaches to adaptation involving both hard and natural infrastructure, including climate-resilient bridge and school construction in El Salvador, and the use of coastal marshes to protect companies and communities from storms in the Gulf Coast. Participants will also have a chance to develop draft language they can use to integrate climate change into infrastructure project scopes of work.
