USAID Honduras Strategy 2003-2008 More Responsive Transparent Governance Economic Freedom Investing in People

More Responsive, Transparent Governance

A poll worker marking a voter’s finger after casting his ballot in the November 2005 general elections in Honduras.USAID concentrates its efforts and resources on strengthening key democratic institutions at both the national and local levels. To achieve this goal, USAID is working to:

  • expand the role of civil society to promote greater participation in decision making;
  • increase the responsiveness and accountability of governmental institutions by building on successes with municipal development initiatives that can provide better models for governance, transparency, and citizen participation;
  • and address critical elements in electoral and judicial reform.

USAID strategy is to stimulate proactive reform by:

  • supporting advances in the transparent management of public resources;
  • participatory decision-making processes in local governments;
  • devolution of authority and resources to the local level;
  • promotion of ownership of development processes; and
  • partnerships between governmental entities and civil society.

USAID also supports the implementation of the Criminal Procedure Code and addresses the Civil Procedure Code to promote justice reform.

The two programs are:

Strengthened Rule of Law

Greater Transparency & Accountability of Government
