Reconstruction as a Vehicle for Democratic Initiatives

USAID’s Hurricane Mitch Reconstruction program has furthered the goal of decentralization by encouraging municipalities to take a greater role not only in repairing the damage but in building their own future.

Technical assistance on issues related to reconstruction and administrative management, urban development strategies and emergency preparedness have been provided to 55 municipalities through this component of the reconstruction program.

28 integrated urban development strategies were finalized, exceeding the original target of 20 strategies.

With technical assistance from two USAID contractors, 112 municipalities formed emergency committees and prepared emergency plans. In addition, 4,665 people from 250 municipalities have been trained in disaster preparedness, mitigation and emergency planning.

To assure the sustainability of USAID’s water and sanitation investments 31 studies on appropriate user fees were completed in 25 municipalities.

The U.S. Department of Housing and Urban Development (HUD) held a series of four forums to discuss: the land use plan developed for the Amarateca valley; economic development opportunities on the north coast; land tenure; and historic preservation and economic development. The forums were well-attended by municipal leaders, NGOs, and Chambers of Commerce members.
