Statement by Elise Jensen, Acting Deputy Mission Director

Thank you for inviting USAID to be with you today. It’s important because we already share many partnerships between and among USAID and CCRDA members. It’s also important because USAID seeks to expand even more our cooperation and support to Ethiopian civil society and nongovernmental organizations engaged in many different aspects of development around Ethiopia.

Our Common Purpose

USAID and CCRDA share a common mission in Ethiopia.

I am honored to be here to mark another milestone in USAID’s support to Ethiopia for land administration and land tenure. This issue is a cornerstone for Ethiopia’s growth and transformation plan for land management and land tenure is linked to peace and governance, to agricultural productivity and food security, to conservation of natural resources, and matters to the majority of Ethiopians who reside and farm around the country, and especially to women who are heads of households.

Let me set the context for this important project and for the U.S. and Ethiopia’s partnership in agriculture and livestock market development.

As many of you know, under President Obama’s Feed the Future Initiative, USAID is the single largest bilateral donor to Ethiopia’s agriculture development agenda with over $50 million of annual assistance to the sector. Development of the coffee value chain is an important part of our program and one of the key export commodities we support under Feed-The-Future.

It is a great pleasure and honor for me to be here tonight on behalf of U.S. Ambassador Donald Booth and the American People. Ambassador Booth asked me to convey his sincere regrets and best wishes, in particular for Dr. Eleni Gebre-Madhin as she takes on new ventures. I am new to Ethiopia but I am well aware of the importance of the Ethiopian Commodity Exchange (ECX) for the business of agriculture and, ultimately, for development, and Dr. Eleni’s pioneering efforts to launch this important institution. Many farmers and producers have benefitted from the establishment of the ECX. Citing the example set by the ECX for markets in other countries around Africa, President Obama invited Dr. Eleni to the G8 Summit at Camp David in May of this year and the launch of the public-private New Alliance for Food Security and Nutrition. So it is a source of pride and satisfaction for me to be here and to be able to note USAID’s contribution beginning back in 2006 to help make the Ethiopian Commodity Exchange a reality in 2008.

USAID has been very happy to partner with the American Bar Association and the Addis Ababa University Law School in the development and publication of five legal textbooks authored by Ethiopian legal experts. I am especially proud of this collaboration since this is the first set of textbooks to be revised in 40 years. This is a remarkable and commendable achievement. I congratulate the authors who are faculty at Addis Ababa University and St. Mary's College--Ato Getachew Assefa, Ato Muradu Abdo, Ato Elias Stebek, Ato Wondwossen Demissie and Ato Fikremarian Merso.

Thank you to the Government of Ethiopia, particularly to the Ministry of Agriculture for hosting this workshop along with the Agricultural Transformation Agency and the Joint Sector Working Group for Rural Economic Development and Food Security which is co-chaired by the Ministry, the World Bank, and USAID. Welcome to all participants, particularly my fellow G-8 colleagues, private sector partners, and other new and potential partners in this grand New Alliance for Food Security and Nutrition in Ethiopia.

I am very pleased to witness the signing of the Development Objective Agreements between the United States Agency for International Development and the Government of Ethiopia. These agreements cover the first year of the new five-year USAID Country Development Strategy and reflect the close consultation and cooperation of our two governments in all areas of social and economic development and in all regions of Ethiopia.

Every year, we come to the Ministry of Finance and Economic Development to sign bi-lateral assistance agreement that describe the mutually agreed upon plans for development cooperation between the U.S. Government, through USAID, and the Government of Ethiopia, through the Ministry, working on various sectors of social and economic development.
