SUBJECT: Request for Concept papers for Disability Funding

USAID/Egypt invites all interested organization to submit concept papers (using the attached application form) to the Egypt Mission for submission to The Center of Excellence on Democracy, Human Rights and Governance (DRG), within the Bureau of Democracy, Conflict and Humanitarian Assistance (DCHA) of the U.S. Agency for International Development (USAID), to apply for FY13 Disability Funding to:

  • Increase the participation of people with disabilities in USAID programs/activities; and
  • Strengthen the capacity and services of civil society organizations run by and for people with disabilities; herein referred to as Disabled People’s Organizations (DPOs).

Up to $5 Million in funding is available to support programs and activities to increase the participation of people with disabilities within the strategies and portfolios of USAID and to strengthen the capacity and services of DPOs.

Program areas could include, but are not limited to: agriculture and food security; democracy, human rights & governance; economic growth and trade; education; environment and global climate change; sports; gender equality and women’s empowerment; and science, technology and innovation, among others. Capacity building programs for DPOs may include organizational capacity, advocacy efforts, cross-disability coalition building, coordination, and leadership and training.

Dear Offeror: 
The United States Government represented by the U.S. Agency for International Development (USAID), hereby issues Solicitation No. SOL-263-15-000004 titled, “Facilities Operations, Custodial and Supply Management Services.” The applicable NAICS code for this acquisition is 561210.
USAID contemplates award of a single contract to the responsible offeror who submits a Proposal representing the best value to the U.S. Government in accordance with the evaluation factors outlined in Part V, Section F. Please submit all proposals in accordance with the detailed offer preparation instructions found in Part IV, Section E. The estimated value of the prospective contract is between inclusive of all option years. 
A site visit will be held at the USAID/Egypt NOB facility on February 8, 2015. Please see Part IV, Section E for details related to this site visit. 
Please note, it is essential to read and understand every section of this solicitation. If you have questions, please see Part IV, Section E for how to submit them and how they will be answered. 
Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for any costs incurred in the preparation or submission of a Proposal. Furthermore the Government reserves the right to reject any offer, if such action is considered to be in the best interest of the Government. 
Please submit your Proposal package no later than the indicated closing time and date above. Please also note that an early submission is encouraged and welcomed. All Past Performance Reference Checklists as described in Part IV, Section E are also due at this date/time.
