Request for Quotations: Acquisition and Assistance Services
The incumbent should be able to independently perform the full range of acquisition duties, including developing comprehensive planning strategies and appropriate solicitation documents, and conducting the analysis, evaluation, and negotiation of a wide variety of acquisition and assistance documents, such as contracts, cooperative agreements, grants, endowments, etc. Also, the incumbent should be able to provide advice on U.S. acquisition legislation, policies, regulations and procedures.
The incumbent will perform these duties for primarily procuring long-term, multi-year, complex services, including independently carrying out full and open competitive transactions for USAID/Lebanon. The incumbent should be fully capable of providing authoritative guidance and advice on a full range of acquisition and assistance matters for USAID/Lebanon. These portfolios contain varied and complex country programs characterized by high funding levels of over $300 million.
The incumbent while located in Egypt will work with a Senior Contract Specialist in Egypt to implement activities that will need to be accomplished during this performance period. Activities will be reflected in the workplan that will be developed during the first month of the project. Monthly progress reports will reflect achievement of activities.
