The long term goal of the USAID counter-trafficking in persons (TIP) program is to help the Government of Ecuador achieve minimum standards for the elimination of human trafficking. Specific objectives include the implementation by the Government of an institutional database that collects TIP data at the national level; enhanced coordination through improved communication in the implementation of the National Plan against Trafficking, and empowered public officials with a better understanding of the issue in order to design and implement public policies to combat TIP. The program also provides assistance to local governments in target cities to design and implement policies to combat TIP in support of the government’s National Plan. Assistance is provided to shelters to strengthen their capacity to provide services that prevent re-victimization, ensure reintegration, and guarantee victim’s rights.
