The Project Finance Specialist contributes to the conceptualization, design, development, and management of Initiative-wide energy sector programs with a focus on clean energy in the targeted region. The Specialist reports to the Supervisory General Development Officer and advises senior PATA leadership and others across the Initiative on matters related to financing projects in the focus countries of Ethiopia, Kenya, Tanzania, Ghana, Liberia, and Nigeria. The Specialist applies in-depth knowledge of the energy project finance field in sub-Saharan Africa to design and implement high-impact programs that advance the objectives of the Power Africa Initiative. The Specialist determines the feasibility of power projects particularly as they may relate to financing through banking institutions, donor agencies, U.S. and host governments, and the private sector or some combination of financing. In addition to financing, the Specialist will address related policy issues in determining feasibility. The Specialist functions as part of a team that coordinates across and supports interagency efforts to increase access to reliable, affordable, and sustainable power for the citizens of the focus countries, while ensuring responsible, transparent, and effective management of energy resources.
