The Monitoring and Evaluation (M&E) Specialist reports to the Supervisory Program Officer and has responsibility for consolidating the monitoring and evaluation efforts of the twelve (12) USG Departments and Agencies, across the entire Power Africa and Trade Africa portfolio. The M&E Specialist provides technical leadership and support in planning, initiating, and coordinating monitoring and evaluation efforts; documenting and disseminating results; and translating results data into meaningful policy and program improvements. As a member of the Pretoria PATA Office, the Specialist provides leadership in the field and liaises with counterparts and other agency points of contact in Washington and in target-country Embassy teams to oversee PATA M&E efforts. The Specialist will communicate with senior management at relevant Posts and in Washington on program performance-related issues, including those that impact policy decisions. The M&E Specialist designs and monitors output, outcome, and performance indicators, and is responsible for communicating results to leaders in order to guide decision-making. The Specialist provides M&E and program guidance to ensure proposed strategies and programs undertaken by Posts and by the Coordinator's Office are consistent with President Obama’s Power Africa and Trade Africa Initiatives. Under Power Africa, performance evaluations are conducted within each focus country through the Post’s M&E contract.
