Vacancy: Local Systems Specialist (closing date: April 30, 2014 )
This position is located in the Regional Program and Project Development Office (RPPDO) at USAID/Southern Africa, Pretoria. The primary duties of the Local Systems (LS) Specialist are to support the strengthening and build the internal organizational capacity of South and Southern Africa non-state actors (civil society defined broadly to include non-governmental organizations (NGOs), professional associations, academia, faith–based groups, democracy groups, labor unions, and media) to have the internal organizational capacity to achieve their development objectives. The incumbent serves as Contracting/Agreement Officer Representative (COR/AOR) for one or more LS support mechanisms, and will supervise one to two staff as well as non-US temporary duty personnel supporting LS activities for the Mission and the region and provide oversight to programs/projects they manage and carrying out a variety of administrative functions in support of office operations. S/he provides advice to Mission staff and management, USAID implementing partners, Government of South Africa (GoSA) and Southern African Development Community (SADC) counterparts, other donors, NGOs/private volunteer organizations (PVOs), and private-sector individuals on LS issues. The incumbent represents USAID to officials of development partners, and other bodies, on policy and coordination issues, and serves as the main point of contact between USAID and major stakeholders in South and Southern Africa.
