REVISED–Notice to the Trade dated October 20, 2009
Re: Vessel Substitutions for P.L. 480 Title II Food Aid Cargoes


TO: Cooperating Sponsors and their Freight Forwarders, Ocean Carriers and their Brokers

DATE: October 20, 2009

The purpose for this revision to Notice to the Trade dated October 20, 2009 (Vessel Substitutions) is to accurately reflect the language of the Memorandum of Understanding (MOU) between the U.S. Agency for International Development, U.S. Department of Agriculture, and U.S. Department of Transportation and to clarify that this Notice to the Trade applies to P.L. 480 Title II food aid cargoes.

Effective October 1, 2009, all vessel substitutions must be vetted through USAID. The proposed substitute vessel must be of the same service category as the originally awarded vessel. This applies to both U.S. and foreign flag vessel substitutions. The proposed substitute vessel must also appear on the applicable Maritime Administration U.S. or foreign flag vessel list which can be accessed using the following URL:
