ANNOUNCEMENT: DEVELOPMENT GRANTS PROGRAM (DGP) IN AZERBAIJAN
USAID is pleased to announce the Development Grants Program (DGP), an opportunity for local non-governmental organizations (NGOs) that have limited or no experience managing direct USAID grants. The DGP will broaden USAID’s direct engagement with local NGOs to implement sustainable and effective development programs in the Dairy sector in Azerbaijan. An Applicant must be a Local Non-Governmental Organization (NGO) organized under the laws of the country in which it is domiciled. Priority will be given to NGOs that have had either limited or no prior funding from USAID. For this purpose only NGOs that have received $5,000,000 or less in the aggregate from USAID during the past five year period will be considered eligible for the DGP. This includes any type of assistance from USAID in the aggregate including grants, contracts, sub-grants, subcontracts, cooperative agreements or other funds. The criteria cited in above will apply not only to the principal Applicant but also to any organization with which the principal Applicant may chose to enter into sub-award, sub-grant or partnership. In addition, Applicants must have established financial management, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. All potential awardees will be subject to a responsibility determination issued by a warranted Agreements Officer in USAID which may include a pre-award survey and or audit.
Organizations interested in the DGP program must submit their questions in writing via email to RCOCaucasus@usaid.gov by no later than October 3 at 6 pm Baku local time.
