The U.S. Embassy in Luanda is seeking individuals for the position of Development Outreach and Communications (DOC) Specialist, to be placed in the Program Office at USAID.

BASIC FUNCTIONS OF THE POSITION

The Development Outreach and Communications (DOC) Specialist reports directly to the USAID/Angola Program Officer and collaborates closely with all strategic objective teams and implementing partners to develop and implement USAID/Angola’s overall communications strategy. The DOC Specialist is responsible for collecting information and reporting on all USAID public-private alliances and is the focal point within USAID for the coordination of public events related to USAID’s programs, especially but not exclusively with regard to alliance projects. The DOC Specialist collaborates closely with the U.S. Embassy’s Public Affairs Office to ensure adequate materials are available to the press and also serves as the primary liaison with USAID’s Bureau for Legislative and Public Affairs in Washington, D.C.

The DOC Specialist will work closely with USAID/Angola’s technical offices as well as USAID’s implementing and public-private alliance partners to produce and disseminate public information about the Mission’s activities for Angolan and American consumption to educate and promote a better understanding of USAID programs. The DOC Specialist will collect, manage, and distribute information associated with USAID’s public-private alliances, including the production of a semi-annual report tailored to activities supported by non-federal funding. The DOC Specialist serves as the Mission’s primary point of contact and liaison for any information requests.

QUALIFICATIONS REQUIRED

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. REQUIRED EDUCATION: A Master's degree, preferably in the field of public relations or in an international development discipline is required. Relevant professional experience significantly exceeding the required minimum may substitute for a Master's degree.

2. REQUIRED WORK EXPERIENCE: A minimum of five years of professional experience preferably in public relations for an international organization, or in the international development field is required. Proven experience in disseminating information to a variety of target audiences is required.

3. REQUIRED LANGUAGES: Fluent Portuguese and excellent written and oral English communication skills are required (Level IV).

4. REQUIRED TECHNICAL KNOWLEDGE: The candidate needs to demonstrate his/her computer knowledge and skills of various Microsoft software applications including Word, Excel and PowerPoint. Photographic and graphic design skills are a plus, as is knowledge of website development.

5. OTHER REQUIRED SKILLS/ABILITIES: The successful candidate must be capable of crafting information messages in both Portuguese and English in various media formats (semi-annual reports, press releases, websites, stories, etc.) targeting a variety of audiences. Good coordination and organizational skills as well as interpersonal skills within a multi-cultural work environment are required. Ability to manage several tasks simultaneously and to work effectively under pressure is a must, as is the ability to take initiative and be creative.

When equally qualified, US Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Currently employed US Citizen AEFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

1. AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:

--US citizen;

--Spouse or dependent who is at least age 18;

--Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority;

--Is a resident at the sponsoring employee's or uniform service member's post of assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and

--Does not receive a USG annuity or pension based on a career in the US Civil, Foreign, or uniform services.

2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.

3. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.

4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.

5. Not-Ordinarily Resident (NOR): Typically NORs are US Citizen EFMs and EFMs of FS, GS, and uniformed service members who are eligible for employment under an American USG pay plan, on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
