Biography of Drew W. Luten III

Acting Assistant Administrator for Management

Image of Drew W. Luten III Since September 2007, Drew Luten has served as the Senior Deputy Assistant Administrator for the Bureau for Management at the United States Agency for International Development. He has been the acting head of the Bureau since November 2008. In this capacity, he oversees a broad set of Agency-wide functions, including procurement and grant-making, financial management, information resources and administrative services in support of USAID's $12+ billion per year in assistance programs. Additionally, the Bureau is responsible for overseeing the Agency's $1 billion annual operating budget.

From 2005 - 2007, Mr. Luten was the Senior Deputy Assistant Administrator for the Bureau for Europe & Eurasia, serving much of that time as the Acting Assistant Administrator. As the acting head of the Bureau, he led the provision of nearly $1 billion in economic, democratic and social assistance to 23 countries in Europe & Eurasia.

From 2000 - 2005, he served as Deputy General Counsel for the Agency, managing the Agency's sixty-five headquarters and field-based attorneys. Previously, he was Assistant General Counsel for Contracts and Assistant General Counsel for Africa. He also was a staff attorney with the Eastern European program and a regional legal advisor based in the Middle East and the Caribbean. Mr. Luten has been a career member of the Senior Executive Service since 2000. He was a USAID Foreign Service Officer from 1987 until 2000.

Mr. Luten was a member of the inter-agency working group that helped establish the Millennium Challenge Corporation and served as Deputy General Counsel during the start-up of operations in 2004. During 2001 - 2003, Mr. Luten helped establish USAID's Global Development Alliance, which seeks innovative ways to promote and support public-private partnerships for international development programs.

Prior to joining USAID, Mr. Luten was a business and financial attorney with the international law firm Bryan Cave, in St. Louis, MO and Riyadh, Saudi Arabia.

Mr. Luten is a native of St. Louis, MO. He is a graduate of Harvard Law School and William Jewell College. He lives with his wife and two children in northern Virginia.
