Lab-010 - Business Development Market Research- Hi Tech Community

The High-Tech Engagement Coordinator at USAID will provide technical leadership and programmatic support to the Agency and its partners on navigating the High-Tech sectors. The work will include developing and disseminating relevant guidance and tools and building alliances in support of USAID. The position draws upon his/her current network, knowledge, and connections to position USAID as a critical, exciting, new player for the High-Tech community to engage. The employee will validate USAID within the community by socializing and gaining buy-in from recognized entities, organizations and individuals. S/he will participate in relevant events, associations, and other groups that help foster and integrate USAID into the community. S/he will review and identify opportunities for expanding the pipeline of USAID's projects. S/he will personally evaluate and/or identify and collaborate with appropriate subject matter experts to select projects and solutions with the highest potential to attract the High-Tech community. The employee will prepare concept papers, collateral, messaging, content, background analyses, and briefings to build support and engagement with High-Tech entities.

Lab/GS:

Lab-021 – Policy, Legal, and Regulatory Specialist

The Policy, Legal and Regulatory Specialist will provide technical support to Agency scaling priorities on issues related enabling environment constraints across scaling efforts. S/he will have significant experience with developing and implementing policy and regulatory reforms, particularly those addressing constraints to adoption of new technologies or services, entrepreneurship, innovation, business development, private sector investment, trade and compliance. The employee will also directly design and implement components of scaling projects that pertain to these issues and will develop and disseminate guidance and tools to build capacity across the Agency.


Lab-022 – Financial Sector Specialist

The Financial Sector Specialist will provide technical support to Agency scaling priorities on issues related financial constraints across scaling efforts. S/he will have significant experience with developing and implementing innovative financial tools and a thorough understanding of fund design and management, financial markets, banking and non-traditional financial services, especially in developing country contexts. S/he will conduct quantitative and qualitative analysis, including business modeling and cost-benefit analysis, to identify investment opportunities and design innovative financial tools, including insurance and hedging tools, that can resolve constraints to scaling efforts. The employee will also work to directly design and implement components of scaling projects that pertain to these issues and will develop and disseminate guidance and tools to build capacity across the Agency.


Lab-023 – Private Sector Scaling Specialist

The Private Sector Scaling Specialist will provide technical support to Agency priorities on issues related to private sector pathways to scale. The employee will use a range of sophisticated quantitative and qualitative tools to evaluate market potential, competitiveness, market demand, consumer preference, risk and constraints and advise on business development and marketing strategies as part of a coordinated package of support to Agency-led and coordinated scaling efforts. S/he will also provide technical support on a broad range of private sector development activities, from entrepreneurship, to supply chain management and logistics, to trade. The employee will also work to directly design and implement components of scaling projects that pertain to these issues and will develop and disseminate guidance and tools to build capacity across the Agency.


Lab-024 – Systems Dynamics Specialist

The Systems Dynamics Specialist will provide technical support to Agency scaling priorities on issues related network modeling, risk assessment, infrastructure interdependencies and strategic mitigation planning. S/he will conduct analyses, modeling, and development management tools for complex systems (e.g., supply chains, public provision systems) that impact adoption of proven solutions. S/he will conduct quantitative and qualitative analysis of data from successful development projects to identify successful, promising and innovative practices that can resolve issues relating to complex systems. The specialist will, as appropriate, design and manage projects, manage multi-stakeholder teams, engage with internal and external actors to increase collective action, and develop and disseminate guidance and tools to build capacity across the Agency.


Lab-025 – Behavioral Sciences, Uptake and Adoption Specialist

The Behavior Sciences Specialist will provide technical support to Agency efforts to increase uptake and adoption of proven technologies/solutions, bringing expertise in behavior change, local systems, and how to build demand for innovations, services and technologies in specific markets. S/he will conduct quantitative and qualitative analysis of data from development projects to identify successful or promising practices that can resolve issues relating to market-specific uptake of new products or services. The employee will also work to directly design and implement components of an overall plan to support the technology/solution rapidly reaching, and ultimately improving the lives of millions of people in multiple countries and regions. The specialist will, as appropriate, design projects, manage multi-stakeholder teams, engage with internal and external actors to increase collective action, and develop and disseminate guidance and tools to build capacity across the Agency.


Lab-026 – Scaling Sector Specialist (Economic Growth, including Water)

The incumbent of this position will support Lab and USAID efforts to identify and bring to scale breakthrough solutions in the economic growth sector, particularly in the area of water. As a virtual member of the respective Pillar Bureau, s/he is responsible for developing, implementing and monitoring a plan around a particular problem and/or solution set, including metrics, timeline, partnership agreement and resource requirements, and supporting use of Science, Technology, Innovation and Partnership by Missions and Pillar Bureaus. Travel up to 20% is required in order to actively implement and monitor global efforts, and identify, source and develop plans to bring innovations to scale in the economic growth sector.


Lab-027 – Scaling Sector Specialist (Agriculture or Nutrition)

This position will support Lab and USAID efforts to source and bring to scale breakthrough solutions in the agriculture and nutrition sectors, and apply science, technology, innovation and partnership approaches to those sectors. The position is a virtual member of the Bureau of Food Security and Global Health Pillar Bureaus, the incumbent will support collaboration efforts with the Lab and is responsible for developing, implementing and monitoring a program to source innovations around a particular problem set, or a scaling plan to increase adoption of a proven solution across multiple countries, including metrics, timeline, partnership agreement and resource requirements. Travel up to 20% is required in order to actively implement and monitor activities and build alliances.


Lab-028 – Agri-Business Development Specialist

The Agri-business Development Specialist will develop comprehensive strategies and plans to address business-level constraints to private seed producers and marketing enterprises. In particular, the specialist will identify and pioneer innovative business model solutions and practices that enable private seed enterprises to scale up climate resilient maize varieties promoted through USAID and other partners, in particular, the Drought Tolerant Maize for Africa partnership. The specialist will work closely with USAID and its partners and will need to travel throughout Sub-Saharan Africa.

Lab-029 – Agricultural Finance Specialist

The Specialist will support the development and implementation of a strategy to increase utilization of climate resilient maize varieties promoted through USAID and other partners, in particular, the Drought Tolerant Maize for Africa partnership. Specifically, the Specialist will assess financial constraints faced by private seed producers, other agricultural enterprises, and farmers in Sub-Saharan Africa. The Specialist will advance partnerships with U.S. Government agencies, other Bureaus and Offices within USAID, with international financial institutions, commercial banks, foundations and other sources to provide direct financial support, guarantees or other innovative mechanisms to increase production, marketing and address storage or other constraints. The Specialist will identify and develop risk management and other tools, bring data and evidence around financing approaches to the strategy, and drive learning and knowledge.

Lab-043 – Partnerships Advisor for Investment and Financial Innovation

We are seeking a dynamic, experienced Partnerships Advisor for Investment and Financial Innovation. The candidate should have strong experience in the financial services industry, preferably with a focus on impact investing, venture capital, private equity, micro-finance and other types of financial innovation in both the private sector and the international development arena. The Partnerships Advisor will provide guidance and counsel to global teams focused on specific problems and solutions the Agency seeks to scale, as well as USAID Missions and country offices who are focused on expanding the use of science, technology, innovation and partnerships to accelerate development impact. Working with technical experts in the areas of agriculture, health, environment and climate change, democracy and governance, and economic growth, the Partnerships Advisor will assist Missions in developing strategies to unlock capital and increase the scale and sustainability of USAID programs. Duties may include development of investment strategies, partner identification and due diligence, pitches and road-shows, as well as development of new approaches, facilities or programs to increase access to capital and financial sustainability of USAID programs. The role will also include mentoring and coaching of USAID staff to improve overall knowledge and understanding of the roles that financial innovation can play in accelerating sustainable development impact at scale. The role may involve frequent travel to USAID Missions and Country Offices.
