The Fiscal Year (FY) 2023 Annual Performance Plan (APP) for the Department of State (State, or the Department) and the U.S. Agency for International Development (Agency, or USAID) presents State and USAID plans for achieving the strategic objectives and performance goals (PGs) articulated in the FY 2022 – 2026 State-USAID Joint Strategic Plan (JSP).

To ensure responsible and efficient stewardship of funds, State and USAID implement planning and performance management policies and practices aligned with legislation, including the Foreign Aid Transparency and Accountability Act of 2016 (FATAA), the Program Management Improvement Accountability Act of 2016 (PMIAA), the Foundations for Evidence-Based Policymaking Act of 2018 (the Evidence Act), and the Government Performance and Results Act Modernization Act (GPRAMA). In addition, State and USAID coordinate initiatives in strategic planning and performance management at the Agency, Bureau, and country levels to promote efficiency and effectiveness.

FY 2023 Annual Performance Plan (APP) Indicator and Milestone Reference Sheets

For each key performance indicator and milestone in the FY 2023 Annual Performance Plan (APP), there is either an indicator or milestone reference sheet available in this document or an associated Indicator or Milestone Methodology section in the FY 2023 APP Annex that notes the source and any limitations of the data.

Annual Performance Report (APR) / Annual Performance Plan (APP)

The Annual Performance Report presents a detailed assessment of Agency performance against annual targets for a representative set of foreign assistance indicators. The report also includes the Annual Performance Plan, which sets a performance target for the upcoming year and a preliminary target for the following year. Together with the Agency Financial Report and the Summary of Performance and Financial Information, this report fulfills the Agency's compliance with the Government Performance and Results Act reporting requirements.
