The Government of Senegal has committed to an accelerated implementation of reforms to meet and sustain its development objectives. In recent years, Senegal has made significant progress to reinforce its public financial management (PFM) system thanks to the implementation of the West African Economic and Monetary Union (WAEMU) PFM regulatory framework. The United States Agency for International Development (USAID) in Senegal will support the Senegalese Government in its effort to make further PFM improvements through a new activity called Public Financial Management Support. 

With funding from USAID, Deloitte Consulting LLP will provide support to the Ministry of Finance and Budget and other ministries to improve transparency, strengthen the efficiency of budget execution and support the Government of Senegal on generating more domestic revenues. 

The project will work closely with Senegalese Government entities like the Projet de Coordination des reformes Budgetaires et Financieres (PCRBF) to build capacity needed to improve the implementation of public spending, strengthen oversight mechanisms, and facilitate public participation in the budget process.   

Strengthening citizen trust in the government is a key component of this project. “The Senegalese people need to be aware of the policies that impact their lives, and participate in a dialogue with the government about the budget and how public policy is implemented,” said Amadou Maleine Niang, Country Director of International Budget Partnership.

“USAID Public Financial Management Support will help cover the remaining gap to increase the Senegalese capacity and improve service delivery,” said Mor Diouf, Executive Director of PCRBF. It will also help strengthen skills to improve fiscal transparency and public accountability. 

Another important element of this activity is supporting automation of government financial processes, and to improve the financial information available for analysis and public reporting.

“USAID Public Financial Management Support will help Senegal collect revenues and manage public spending to finance its own development. This is key for self-reliance and a strengthened economy, which is still recovering from the global pandemic. It will also help Senegal integrate into regional and global markets,” added Seynabou Diallo, macroeconomist at USAID. 

For over 60 years USAID has partnered with the government and people of Senegal to strengthen democracy and good governance in the country. USAID programs work to increase the effectiveness of political, economic, and judicial governance, support a more influential civil society and media, and improve local governance, while fostering inclusive community engagement.
