Mark Billera

Mark Billera is Acting Deputy Assistant Administrator of the Bureau for Democracy, Human Rights, and Governance (DRG) at USAID. Prior to the DRG Bureau, Mr. Billera served as the Deputy Director for Southern Africa in the USAID Africa Bureau, where he engaged across the sub-region on a full range of issues related to foreign assistance. In 2018, he served as Director for African Affairs at the National Security Council. Earlier, Mr. Billera was the Senior Democracy and Governance Advisor at the USAID/Zimbabwe Mission and the Regional Coordinator for Africa in the DRG Center. In addition, Mr. Billera previously co-led research initiatives to evaluate the effectiveness of USAID democracy assistance worldwide.
