Lusaka Province is the most urban of Zambia’s provinces. Home to the nation’s capital, Lusaka, the province is the county’s primary economic and industrial hub. To the south of the bustling capital, Lower Zambezi National Park, bordering Zimbabwe, offers access to some of Zambia’s most diverse and impressive wildlife both on land and in water.  

USAID ACTIVITIES IN LUSAKA PROVINCE

In Lusaka Province, USAID/Zambia implements 17 activities in the Health, Education, Economic Development, and Democracy and Governance sectors. Through these activities, USAID invests a large portion of funding into Lusaka Province. The three largest activities in the province, in terms of annual funding, are DISCOVER-Health, the Service Delivery for HIV Prevention (SDHP) I project, and Advancing Newborn Healthcare Systems. With the second-highest provincial HIV prevalence rate (15.1 percent), USAID invests a significant proportion of its overall provincial budget toward preventing the spread of HIV and providing treatment and support services to persons living with HIV (PLHIV) to ensure Zambia is on track to achieve our 95-95-95 framework. 

Additional focus is placed on preventing new HIV infections through high-impact, evidence-based programs, with additional health funding channeled to gender-based violence prevention, family services, malaria diagnosis and treatment, and TB detection and treatment. 

HEALTH 

ACHIEVE

USAID ACHIEVE project strengthens the capacity of the Ministry of Community Development and Social Services (MCDSS) and community structures to deliver comprehensive and standardized case management to vulnerable children and adolescents (VCA). The project improves the ability of the Zambian government to serve the needs of VCA. ACHIEVE works with MCDSS at national, province, district, and community levels to strengthen its systems and improve planning and implementation of key activities. ACHIEVE will develop a functional VCA tracking system and strengthen MCDSS systems and capacity to provide real time data to plan, identify gaps, and budget to meet areas of greatest need. The project will also strengthen MCDSS’s capacity to successfully implement government-to-government initiatives to achieve and maintain HIV epidemic control among pregnant and breastfeeding women, infants, children, and youth.

Advancing Newborn Healthcare Systems 

The USAID Advancing Newborn Healthcare Systems project works with the Women and Newborn Hospital at Lusaka’s University Teaching Hospital to reduce infection and improve quality of care, and reduce neonatal mortality. The activity aims to build a new Neonatal Intensive Care Unit to improve quality of care, reduce the spread of infection, and provide space for additional newborns.

District Coverage of Health Services (DISCOVER-Health)

USAID DISCOVER-Health supports HIV prevention and treatment, family planning, and maternal and child health programs. The project scales up Test and Start HIV treatment, facilitates the access to and uptake of family planning and HIV prevention services, and ensures a strong continuum of care between clinics and communities. In Lusaka Province, DISCOVER-Health is active in the Chilanga and Lusaka districts.

Empowered Child and Adolescents Program III

The Empowered Children and Adolescents Program (ECAP) works to mitigate the impact of the HIV/AIDS epidemic and improve the health and well-being of highly vulnerable children and adolescents (VCA) and their families. Targeting the communities hardest hit by HIV/AIDS, the program provides wrap-around, needs-based services to support the resilience of families to be healthy, stable, safe, and educated, working in partnership with health facilities, school, and other community structures. By responding to the unique needs of children and adolescents living with or at high risk of HIV, ECAP is contributing to epidemic control in Zambia.

Impact Malaria

Implemented in Lusaka District, Impact Malaria supports the Zambian National Malaria Elimination Centre’s (NMEC) strategic plan to tackle malaria service-delivery challenges. The activity focuses on providing effective and efficient diagnosis and treatment to patients at health facilities and in community settings. Impact Malaria supports outreach training and improved supervision to strengthen case management and increase the use of data for better analysis and decision making at all levels.

Open Doors 

USAID Open Doors aims to expand HIV care, prevention, and treatment services for under-served populations along one of Zambia’s primary transport corridors and in other HIV hotspots. The activity focuses on closing existing gaps in service delivery and on increasing access for key populations, including female sex workers, men who have sex with men, and transgender individuals. In Lusaka Province, Open Doors is active in Chirundu and Lusaka districts.

Service Delivery for HIV Prevention (SDHP) 1 Project

SDHP seeks to improve the health outcomes of Zambians by preventing new infections among priority and key populations most at risk of acquiring HIV such as adolescent girls and young women (AGYW), adolescent boys and young men (ABYM), men who have sex with men (MSM), female sex workers (FSW), transgender people and prisoners. The SDHP I project combines the activities of two separate prevention activities: Zambia Community HIV Prevention Project (Z-CHPP) and the Open Doors Project. In Lusaka province, the project is in Lusaka district only.

STOP GBV

USAID STOP GBV aims to strengthen and expand opportunities for girls, women, boys, and men and enable them to live lives free of gender-based violence (GBV) and enjoy healthy, gender-equitable relationships. The STOP GBV project builds government and traditional leaders’ capacity and commitment to GBV prevention, response, and law enforcement and works with communities to challenge unhealthy gender norms. Additionally, One-Stop GBV response care centers manage cases and provide the following: victim-support services by the Zambian Police, paralegal services, HIV testing and linkage to treatment, and child-friendly counseling services. STOP GBV is implemented in the Chongwe and Lusaka districts.

Tuberculosis Local Organization Network

Tuberculosis (TB) Local Organization Network provides local solutions to strengthen laboratory services and the diagnostic network, and enhance facility and community TB case detection. Improving early TB detection and treatment helps reduce morbidity and limit community spread, ultimately contributing to Zambia's goal of eliminating TB. The project strengthens data management in order to better plan for service delivery, identify programmatic gaps, and budget effectively to meet areas of greatest need.

Zambia Community HIV Prevention Project (Z-CHPP) 

Z-CHPP aims to prevent new HIV infections through community-based behavioral interventions, improved condom accessibility and acceptability, and promotion of high-impact services. In partnership with the Zambian government, Z-CHPP supports the development of community groups to help mitigate risky behaviors, increase referrals from community to clinical services, and reduce the vulnerability of adolescent girls and young women to HIV infection. Z-CHPP is implemented in three Lusaka districts: Chongwe, Lusaka, and Kafue.

Zambia Accessible Markets for Health (ZAM-Health)

USAID ZAM-Health aims to improve health outcomes for Zambians by increasing the use of high-quality health products and services among priority audiences. The project aims to accomplish this through sustainably expanding the availability and accessibility of high-quality health products and services in the private sector, improving health knowledge, and increasing the adoption of healthy and health-seeking behaviors. Within the framework of a total market approach, the program employs private sector approaches and partnerships with commercial and for-profit entities to achieve these outcomes.

DEMOCRACY, HUMAN RIGHTS, AND GOVERNANCE

Accountable Governance for Improved Service Delivery (AGIS) 

AGIS supports the Zambian government to improve efficiencies and transparency of public expenditures in the health and education sectors. AGIS increases sustainable financing by building citizen confidence in government systems, freeing up existing resources to better serve Zambians, and helping the government provide services where they are needed most.  In Lusaka Province, AGIS is implemented in Chongwe, Kafue, and Lusaka districts.

Open Spaces

ECONOMIC DEVELOPMENT

Alternatives to Charcoal

The Alternatives to Charcoal (A2C) mechanism addresses national-level threats that drive deforestation, in particular, the over-reliance on charcoal for household energy and the lack of sustainable alternative-energy options. Charcoal production results in forest degradation and deforestation, including key habitat for wildlife and associated ecotourism.

Enterprise Development and Growth Enhanced (EDGE)

The Enterprise Development and Growth Enhanced (EDGE) project aims to increase profitability for agricultural small-and-medium sized enterprises (SMEs) in Zambia by supporting their competitiveness and access to finance. EDGE identifies qualifying SMEs to receive targeted assistance to support marketing, management, and build networks. EDGE also targets innovative financial service providers to develop new products, build capacity to increase agricultural lending, and strengthen their understanding of SMEs.

Integrated Land and Resource Governance (ILRG) Program 

The ILRG program aims to bolster the ability of local organizations and communities, district and national government, and traditional leaders to document land and resource rights, and use this data to better inform land-use planning and development decisions. The project aims to improve the management of local natural resources and ensure adequate tenure rights and economic benefits to communities. ILRG is active in Lusaka district.

EDUCATION

EduFinance

EduFinance is USAID’s core private sector partnership in the education sector. The activity leverages essential private capital to improve access to quality primary education for students in target catchment zones. In partnership with the Ministry of General Education (MOGE), the project is developing and implementing a comprehensive policy and regulatory environment to reduce barriers to entry for non-state primary education providers. EduFinance also works with the MOGE to develop administrative capacity to effectively regulate the non-state education sector. The activity will ultimately improve educational access and equity by increasing enrollment opportunities for primary school students in Zambia.
